An EMP burst over the center of the continent could potentially wipe out the power grid, cars, phones, banking infrastructure, and most everything the American people know and love.
Who would survive?
The survivalists.
Who don't get taken down in the culminating violence after the burst.

Freezing is understandable since about 99% of Americans would have no clue how to build their own shelter. Or at least one that could retain heat.
Starvation...really? It's not like an EMP burst would impact the animals, insects, or plant life. Never seen a rabbit who depended on a car for a carrot. Although Americans are dumbed down enough not to have any survival skills, let alone able to kill, clean, and cook their own food. Most Americans have been so far separated by this process that they would be utterly disgusted and become sick.
Another excerpt: "Within a year of that attack, nine out of 10 Americans would be dead, because we can't support a population of the present size in urban center and the like without electricity."

What does that tell you?
Get out of uban centers as fast as humanly possible at any sign of attack. Do you recall New Orleans after Katrina? With the addition of no form of government help because they are surely not prepared to assist the people with no electricity/technology.
No, THEY will be in their pristine ARC bunkers. Away from the tidal wave of violence and death.
Even Clinton is admitting that the "American Dream" is over. And with all the rising nations, which disagree with the lifestyle we've chosen, it won't be long until one of these EMP attacks becomes a reality for us. All of us.
At least the military complex will survive.
